In 2002, the City adopted the Crittenden / Eclipse Village Initiatives Plan. The existing plan includes recommendations related to maintaining the quaint, rural, small town character; preserving historic buildings and landscapes; protecting natural assets such as wetlands, waterways, topography, and woods; using the opportunity of utility improvements to create a safer pedestrian environment and improve storm water removal; accommodating pedestrians and bicyclists; designing for the safety of children; improving the safety of major intersections; and providing a city-run neighborhood park.
Planning Process
The final Village Area Plan update will be for the Villages of Eclipse + Crittenden. This plan will be developed throughout the end of 2028 and into early 2029. An online community survey is expected to be available to the public in late 2028 and public meetings are anticipated to be scheduled in the spring of 2029. The planning process is illustrated below with approximate dates for each specific phase detailed in the process paragraphs below. There are three distinctive phases to each plan, with public engagement planned at various points in each phase.
Visioning
While a vision for the Eclipse and Crittenden village areas was developed in the previous Village Area Plan, a lot has happened in the intervening 24 years. In re-visioning, site visits and a village assessment will be conducted to establish the baseline conditions. A community survey will also be made available to solicit information from residents, business owners, and other stakeholders.
Test Ideas
Based on the initial input from the first phase, a number of development scenarios for the future of Eclipse + Crittenden will be developed. In early 2029, the conceptual development scenarios, or test ideas, will be further developed and refined at a public workshop in the Eclipse + Crittenden area. Finalize
After review with the public, the test ideas will be modified and translated into a draft Village Area Plan. The Eclipse + Crittenden Village Area Plan will be presented prior to consideration by the Planning Commission and City Council for adoption.
